Shaman can level perfectly fine wearing nothing other than the armor that drops off the mobs they kill. IMHO before 45 there is no reason for a Shaman to spend even a single plat on anything other food/drink/spells. I can all but guarantee that if you spend plat on a nice +10 hp +5 AC (or whatever) item you will never even notice the difference.
