Eu4 yuan. Oirat ideas give a slightly stronger military, but Yuan can have a bigger, richer country. You don't lose any missions by forming yuan. Yuan imo, nice colour, more gov cap and most importantly admin efficiency which is a great bonus for a conquering horde.
