As others have mentioned, they don't stack, but that doesn't mean that the Frightened 2 condition actually replaces the Frightened 1; they're both still there. If the Frightened 1 happens to have a longer duration, it'll still be in effect once the Frightened 2 condition wears off. Conditions don't stack.
