It’s worded that way because it applies to retail merch valued under $20 but I haven’t seen any restrictions beyond that for any local collections. I got the color changing cups with my rewards! I had to use 400 Stars for a $10 reuseable cup. Sure, you can get up to $20 but not 2 $10 cups. Not fair.
